  13. <p>   The campaign waged on behalf of China's pro-democracy
  14. demonstrators at times has not been spectacular. But it has been
  15. dedicated and persistent, and, above all, it is extremely
  16. important. And some observers believe that the years of effort
  17. have finally paid off...Beijing, they feel, was bowing to its
  18. own moderates and to international pressure when it refrained
  19. from harsher sentences than [the four-year sentence] imposed on
  20. student leader Wang Dan.
  21. </p>
  22. <p>  ...Outside interest in Wang Dan's trial was not just
  23. embarrassing for Beijing, it was deeply worrying. Wang Dan has
  24. become a potent symbol of the dissident movement. His "not
  25. guilty" plea was yet another sign that the Communist Party
  26. cannot totally bury the aspirations of the people in a sea of
  27. rhetoric...It has been suggested that such clemency indicates
  28. that the Chinese government is prepared to close the chapter on
  29. the crackdown on students. China, however, must continue to be
  30. firmly reminded that brutality has its costs.
